Welcome to Raya University!
Raya University was established by the Government of the Federal Democratic Republic of Ethiopia (Council of Ministers Directive No. 650/2001 and Regulation No. 357/2008) as an autonomous higher education institution. Raya University is one of the Comprehensive Universities launched at a historically valuable town Maichew, which is located at the foot of Mount Tsibet.
Raya University is one among the newly established fourth generation Universities in Ethiopia located in the capital of southern zone of Tigray region Maichew town. Raya University’s motto “Knowledge for societal change” and the vision to be one of the top three Comprehensive government universities best for quality education, community service and research in Ethiopia by the year 2023 E.c extends to all level of the academic and administrative staffs including the top leaders.
Raya University President’s Office (RUPO) was established under the presidents of Raya University which is responsible for providing high-level administrative, strategic, and operational support to the President. The position ensures effective coordination of activities within the President’s Office, facilitates communication between departments, and oversees the implementation of president Office Executives and institutional goals.
Duties & Responsibilities of RUPO
A. Administrative & Coordination
- Manage and oversee all activities of the President’s Office.
- Coordinate meetings, schedules, and official engagements of the President.
- Prepare agendas, minutes, and follow-up actions for meetings chaired by the President.
- Ensure proper documentation, filing, and communication of decisions.
- Coordinate and oversee all administrative operations within the President’s Office.
- Ensure smooth execution of daily, weekly, and strategic plans.
- Supervise office staff and assign tasks effectively.
- Maintain confidentiality and proper filing of official documents.
B. Strategic & Administrative Support
- Provide professional, administrative, and technical support to the President.
- Assist in preparing strategic plans, programs, and performance reports.
- Follow up and monitor execution of President’s directives & action plans.
- Draft, review, and edit official letters, reports, and policy documents.
- Assist in preparation, monitoring, and evaluation of institutional plans.
- Provide policy analysis and recommendations for executive decisions.
- Monitor progress on strategic initiatives and ensure alignment.
C. Communication and Information Management
- Serve as main communication link between President and internal/external stakeholders.
- Prepare, review, and dispatch official correspondences, memos, and reports.
- Manage the flow of information to ensure President is well-informed for decision-making.
- Facilitate public relations and institutional communication.
- Serve as communication link with other departments, government bodies, stakeholders.
- Draft speeches, letters, and reports on behalf of the President.
- Ensure timely dissemination of information and feedback.
D. Meeting & Event Coordination
- Organize meetings, workshops, and official events chaired by the President.
- Prepare agendas, minutes, and follow-up reports for meetings.
- Ensure decisions are properly documented and implemented.
- Coordinate official visits and appointments of guests or delegations.
E. Planning, Monitoring, and Reporting
- Assist in preparation & monitoring of President’s annual work plan.
- Collect progress reports from offices and compile performance summaries.
- Collect, analyze, and compile performance reports for the President.
- Coordinate development and monitoring of President’s Office annual plan & budget.
- Provide regular updates on ongoing activities, achievements, and challenges.
- Support evaluation and review of institutional performance indicators.
- Follow up on implementation of decisions and strategic plans.
F. Human Resource & Logistics Management
- Manage office personnel, attendance, and performance evaluations.
- Ensure office is equipped with necessary logistics and working materials.
- Oversee proper utilization of human, financial, and material resources within President’s Office.
- Manage logistics for meetings, travel arrangements, and documentation.
G. Liaison and Representation
- Represent President’s Office in internal/external meetings when delegated.
- Maintain strong relationships with government bodies, partner institutions, and stakeholders.
- Ensure proper protocol and coordination for official ceremonies and visits.
H. Documentation & Record Management
- Organize, archive, and update all official documents and correspondence.
- Maintain accurate records of office correspondence, decisions, and reports.
- Maintain physical and electronic filing systems for easy retrieval.
- Keep confidential documents secure and accessible only to authorized persons.
- Ensure sensitive documents are securely stored and confidentiality maintained.
I. Supervision & Team Management
- Supervise staff within President’s Office, ensure effective performance and accountability.
- Promote teamwork, professional development, and a culture of excellence.
J. Other Responsibilities
- Represent the President when delegated.
- Handle confidential and sensitive matters with discretion.
- Perform other duties as assigned by the President.
K. Performance Indicators
- Timely and effective coordination of presidential activities.
- Quality and accuracy of reports and communications.
- Level of compliance with directives, executives, and institutional priorities.
- Efficiency of office operations and staff performance.
